Will this have any effect of warding off ticks and or other insects that feed off human blood or have I just watched too much movies from the 80's?

Answer:

I recently read an article that bacteria, other "living organisms" ,that are ever present--in millions & trillions-- reside & feed all over the human body; some are beneficial, some unharmful, some w/yet-unknown effects to the body.

Garlic supplements are taken orally, while mosquitoes are outside your body, so they are not correlated. Citronella sprays would be a natural way to repel mosquitoes & bugs. There is also a Brazilian tree/bark(search for this) that is now used as an insect repellant commercially. Other herbs also exhibit the same repellant properties. I think taking that much garlic will ward off humans, bugs I doubt it Nope. It's touted to have antibacterial and antiviral properties. So, you'll still get a lot of bug bites, but will just get a cold less easily :-).
