1st. Long term effect of athletic training for example running 4 to 5 miles per day over period of 6 to 9 months.

2nd. A permanet move from sea level to a high altitude area.

Answer:

these 2 factors lead to increase the RBC'S count and here is why:

-ur body is like a factory.when u go running u increase ur circulation rate, and ur metabolic rate and increase in metabolic rate means increase in formation of all types of cells in ur body including RBC's

-a permanent move to high altitudes also increase ur RBC count because the more altitude u live in the more there in lacking in oxygen in the air.and to encounter this ur body needs to find a way to make ur blood contain same percentage of oxygen as possible as normal.and so being in high altitudes stimulates the bone marrow(manifacturer of RBC)to increase its RBC formation in order to increase their carriage of oxygen.
