Answer:

People shed the deciduous teeth at different ages, some earlier some later, some retain one or more of them with out having a permanent one ever develop. Fifteen is a little on the late side (it's usually 12-14 for 2nd molars, boys are generally later than girls, but sometimes they start at 10 for these) but I'm sure the dentist would have let him know if he was congenitally missing one or having any problems with his teeth.
